Bridging Law and Leadership: Highlights from the Northeast Regional Tax Collectors & Treasurers Civil Rights Forum

I had the pleasure to speak on September 22, 2025, at the recent Northeast Regional Tax Collectors and Treasurers Association program, “Navigating the Intersection of Employment and Civil Rights in Government Services.” It was inspiring to engage with a spirited (and opinionated!) group of 80 dedicated officials and professionals who administer government services.

Praising the Questions!

The energy and attentiveness in the room were remarkable, and the participants demonstrated not only their deep commitment to public service, but also an impressive willingness to grapple with the complicated legal and ethical issues facing today’s government employers. The questions posed covered a range of topics from constitutional rights in public employment, navigating the continuing impact of the #MeToo movement, marijuana legalization, First Amendment protections for staff, and recruitment and retention challenges in public sector employment. Attendees eagerly shared perspectives and challenged each other on scenarios involving free speech, the role of organized labor, religious objections to paying local taxes, and current legislative updates, fostering a stimulating and collegial debate.

Program Highlights

Ripping scenarios from today’s headlines, the discussion delved into the vital legal framework governing civil rights, including the practical implications of statutes like Title VII, the ADA, and 42 U.S.C. § 1983, as well as recent developments from the courts — such as the nuances of First Amendment protections and liability for municipal versus individual conduct. Class participation was enthusiastic, with debates sparked by hypothetical scenarios addressing workplace harassment, free speech versus “hate speech,” political and religious signage, and due process in disciplinary actions. The lively Q&A session reinforced that these officials are not only prepared to follow the law, but also dedicated to a respectful dialogue and the fair treatment for everyone in their communities. 

Reflections on the Experience

The passion and professionalism of the Association’s members made for a rewarding experience, and the robust back-and-forth showcased why local government is such a vital frontline for both employment rights and civil liberties. The engagement — marked by thoughtful comments, laughter at just the right moments, and a genuine desire to seek balanced solutions — left a lasting impression. It is reassuring to know that these leaders are taking steps to ensure accountable and equitable government workplaces, particularly as new social and legal challenges emerge every year.
